How do I limit a users control panel to just email functions ?
You may limit customer’s rights by going to Plesk CP -> Clients -> client name -> Permissions. On this screen you can enable / disable particular features on per account basis. I.e. if you disable “Physical Hosting” managed client will not be able to create a web site account on the server.
